The normative core

The Standard.

EDSO structures digital sovereignty into six assessment domains and four maturity levels. The domains form the sovereignty profile; the maturity levels L0–L4 define the depth and reliability of the assessment.

Certification and evidence model

How the sovereignty profile and the maturity level interact: L0 as a structured self-assessment of the organisation, the external EDSO audit with its two possible outcomes L2 EU-ALIGNED and L3 EU-SOVEREIGN, and L4 CRITICAL EU-SOVEREIGN as a separate highest stage with mandatory on-site assessment.
