The normative core
The Standard.
EDSO structures digital sovereignty into six assessment domains and four maturity levels. The domains form the sovereignty profile; the maturity levels L0–L4 define the depth and reliability of the assessment.
Six assessment domains
D1 Legal location, D2 Infrastructure, D3 Data sovereignty, D4 Supply chain, D5 Resilience & exit capability, D6 Governance — with core question, scope of assessment and weighting.
OpenFour maturity levels
L0, L2 EU-ALIGNED, L3 EU-SOVEREIGN, L4 CRITICAL EU-SOVEREIGN — assessment mode, typical use and benefit.
OpenCertification and evidence model
How the sovereignty profile and the maturity level interact: L0 as a structured self-assessment of the organisation, the external EDSO audit with its two possible outcomes L2 EU-ALIGNED and L3 EU-SOVEREIGN, and L4 CRITICAL EU-SOVEREIGN as a separate highest stage with mandatory on-site assessment.
